From When? The end of IT CHAPTER 2, just before he leaves Derry--Bill will be recruited by Eli.

Does your character have any close ties to existing canon characters? N/A
Why do you think your character would work in this setting? Bill is in desperate need of a break from his world--a complete break. That's why he accepts Eli's offer: he's just finished confronting a huge ghost from his past that he's been repressing for twenty seven years, he's struggling as a writer, and his marriage is officially on the rocks--likely, in fact, heading for a separation when he gets back to Los Angeles. Starting over is something Bill needs. It is, in truth, something he's looking forward to.
How do you plan to expand their CR? Bill's shy and somewhat introverted, but he's also a natural leader and protector. He takes care of people, especially people he considers his own or part of his tribe. It will be slow, even difficult for him, but Bill can't keep to himself for very long. Sooner or later, that underdeveloped hero in him will come out, and will force him to make connections.
What will your character do for work? Bill's a writer, so he's obviously going to try to do that first--but with the lack of a publishing house or newspaper in New Dodge, he will look for something menial to start with. Given his background in writing, he might even look for work as a teacher, or possibly a research assistant of some kind.
Inventory:
- clothes on his back
- one carry-on suitcase containing clothes, shoes, and toiletries for roughly a week's worth of travel with a trip to the laundromat, as well as a couple of books and his laptop
- wallet containing about three hundred dollars
